The amendment to Article 9, within the same report, stipulated that the publishing director must meet all the conditions related to possession of a university degree or a certificate whose equivalency is recognized, and that he must have no less than 8 years of experience in the field of media proven by membership in the Social Security Fund, and that he must be of Algerian nationality only.
