Parliament representatives vote unanimously on three important laws

Representatives of the National People’s Assembly voted on three important laws related to the transportation, justice and interior sectors, in a plenary session chaired by Ibrahim Bougali, Speaker of the Council.

The representatives approved, by a majority, a draft law amending and supplementing Law No. 98-06, which specifies the general rules related to civil aviation.

It was stated in the supplementary report prepared by the Transport, Communications and Telecommunications Committee that the discussion ended with an agreement to adopt the first part of Amendment 1 and redraft the article in terms of form, withdrawing five amendments, as well as adopting one amendment and rejecting another.

In his speech after the vote, Kamal Ouisat, Chairman of the Committee, praised the efforts made by members and government representatives in enriching this text and producing it in the form in which it was voted on.

Representatives of the National People’s Assembly also voted on a draft law that includes rules for prevention, intervention, and disaster risk reduction within the framework of sustainable development.

It was stated in the supplementary report prepared by the Transport, Communications and Telecommunications Committee that the discussion led to accepting one amendment, not adopting two amendments, and reaching a consensus formula that included six amendments, while eighteen amendments were withdrawn.

In his speech after the vote, Ahmed Boubacar, Chairman of the Committee, praised the efforts shown by Committee members and government representatives during enriching this text and preparing it for voting.

After the vote, the Minister of the Interior and Local Communities, Ibrahim Murad, praised “the qualitative enrichment that the representatives’ proposals brought during the discussion of this important project,” expressing his gratitude for the care taken by the members of the Legal, Administrative Affairs and Liberties Committee to study the proposed amendments.

The Minister of the Interior also explained that the sector’s initiative with this project “emerges from the 54 commitments that President Tebboune made before the people, especially the 33 commitment to work to ensure a qualitative living framework that respects the requirements of sustainable development, environmental preservation, and protection of the property and wealth that our country abounds with.”

Murad concluded by saying: “These are all principles that are reflected in the content of this law, which came to enhance the series of achievements achieved by the President of the Republic since he took over the affairs of the country.”

Representatives of the National People’s Assembly also approved a draft law that includes special measures for obtaining alimony, in a public session chaired by the Speaker of the Assembly, Ibrahim Boghali, in the presence of the Minister of Justice, Keeper of the Seals, Abdel Rashid Tabbi, and members of the government.

This project, which came in 25 articles, aims to reform the legal framework regulating the process of obtaining alimony, as the first axis of this project was allocated to the field of law enforcement by identifying the beneficiaries and circumstances for collecting alimony.

As for the second axis, it relates to the alimony fund, as the project stipulates that the state will bear the financial dues stipulated in its provisions through an alimony fund managed by the Minister of Justice, Keeper of the Seals, through the general secretaries of the judicial councils, while controlling the benefit from the financial dues from the fund under precise conditions and procedures that guarantee transparency. In managing the fund’s money according to special mechanisms to collect the dues paid, and ensuring that children and divorced women receive the alimony ordered by the judiciary according to simple conditions and procedures.

As for the third axis of this text, it was allocated to managing the alimony fund at the local level in order to preserve public money, so that the project establishes special legal mechanisms for coordination between the parties paying and collecting financial dues by granting the authority to order the payment of financial dues.

The draft stipulates the abolition of Law No. 15-01 of January 4, 2015, which includes the establishment of the alimony fund, and the transfer of current files within the framework of implementing its provisions to the Secretary-General of the Judicial Council once the alimony fund is established in accordance with the applicable legislation, with the aim of taking care of these files.

In turn, the Legal and Administrative Affairs and Liberties Committee of the National People’s Assembly highlighted, in its supplementary report, that this “important project” supports social solidarity and enhances, in particular, the guarantee of the right to alimony awarded by a court for its beneficiaries, including children and women.

The Minister of Justice, Keeper of the Seals, Abdul Rashid Tabbi, confirmed that the National People’s Assembly’s ratification of the draft law on combating counterfeiting and the use of counterfeits will enable the state to establish the rules of real competition and eliminate manifestations of fraud to obtain services.

Tabi explained, after voting on the draft, that the representatives’ vote on the text related to combating counterfeiting and the use of counterfeits reflects their keenness to “moralize the country’s public life and combat all negative phenomena that have turned into dangerous societal behaviors and will enable the state to establish the rules of true and fair competition in all fields and protect trust.” public and eliminating fraud to obtain services.”

He added that this text “will allow, through precautionary measures and the mechanisms they include, to strengthen the penal legislative system that combats phenomena that negatively affect administration and the stability and transparency of transactions in society.”

Regarding the ratification of the draft law, which includes special measures for obtaining alimony, he highlighted that “what distinguishes this text is its humanitarian dimension and its noble social goals aimed at preserving the family and society and ensuring the correct upbringing of our children.”

He pointed out that this project is “a new building block added to the national legal arsenal that will strengthen the legal framework for state intervention to guarantee the right to alimony for its beneficiaries, including children and women, and take care of the shortcomings that were observed when applying the provisions of Law 15-01, which includes the establishment of the alimony fund.”

This text also allows “to fully dedicate the state’s social role in the field of protecting the social groups concerned with its provisions by ensuring that they receive alimony and at the same time guarantees the state treasury the collection of financial dues from its debtors through the special mechanisms it guarantees.”
