Towards a solution to the crisis of “overcrowding” of oral questions in Parliament
It is expected that the draft law on the internal regulations of the National People’s Assembly will be released soon, as the Parliament’s Legal Affairs and Liberties Committee continues the ongoing preparations for its release, after completing the second draft of the draft text.
The law, which will be presented to the representatives, is expected to end the problem of the “accumulation” of oral and written questions in the office of the National People’s Assembly, an issue that has aroused the dissatisfaction of many representatives of the people in the recent period, due to the lack of answers by some government representatives.
In this context, the second draft of the text of the law, a copy of which was seen by Al-Ikhbariya, revealed that the Legal Affairs and Liberties Committee of the National People’s Assembly proposed, as a solution to this issue, which many representatives had pleaded to take care of, by the ministers and government representatives descending at night on the headquarters of the National People’s Assembly. To answer oral questions from representatives.
The second draft of the draft internal regulations of the National People’s Assembly stated that government representatives will be able to go, in accordance with the law, to the dome of Parliament in order to undertake the answer to questions directed to the government by representatives, which confirms that the crisis of “accumulation” of questions directed to the government will soon be resolved, especially since Some members of the government “excuse” the lack of time and the intensity of ministerial activity.
The same draft also included maintaining some articles, such as setting the deadline for answering an oral or written question to 30 days, starting from the date of notification. In the event that two or more questions are received on the same topic, priority is given to the question that was submitted first, which was within First draft of the project text.
The same committee, according to the same draft, and within the framework of strengthening the role of parliamentary committees, proposed adding a new article to the draft that stipulates the necessity of expanding the number of parliamentary committees, by adding two committees, the first of which is responsible for the issue of digitization, and the second of which is concerned with renewable energies.
The draft also addressed the issue of repeated absences by representatives, as many public sessions of the National People’s Assembly witnessed numerous absences of representatives of the National People’s Assembly, as the committee adopted the representatives’ proposal and refused to resort to financial deductions, and preferred to take punitive measures and measures that would deprive the representative of positions of responsibility in the Assembly. As well as travel and training courses.
