The Minister of the Interior, Local Governments and Urban Planning, Ibrahim Murad, confirmed this Saturday in Naama that the national forum organized under the high patronage of the President of the Republic, Mr. Abdelmadjid Tebboune, entitled “Namaa: Promising Prospects for Investing in Strategic Agriculture and Valuing Local Breeds,” confirms the break with previous models. The Minister explained, in his speech on the occasion of the opening of the forum, which was organized under the supervision of the Ministry of the Interior, Local Communities and Urban Planning and the Ministry of Agriculture and Rural Development, that one of the states of the high plateaus was hosting this national forum in the presence of an important number of members of the government, and a number of the state’s high executives, researchers and dealers. Economists confirm the radical break with previous models in which such meetings were limited to some states only, through which issues were addressed according to a horizontal approach that did not give due attention to local particularities.

He said that this change demonstrates the manifestations of the new development policy whose features were established by the President of the Republic, which is based on generalizing development according to the principles of equity and sustainability, and making all regions of the country active in the national economic and social development movement, and even giving special attention to the regions of the high plateaus and the south, because of the capabilities they possess that enable them to Achieving the desired economic leap.

In its first axis, this policy, according to Mr. Murad, relates to focusing on the developmental recovery of these states and correcting the recorded developmental imbalances, through a series of important decisions, such as the creation of the ten southern states and supporting them with the necessary resources for development to take off, as well as the shadow areas program, and the projects it carries. It has a direct impact on the citizen, allowing the rehabilitation of public facilities and basic structures, without neglecting the complementary development programs scheduled for the benefit of a number of states, which allowed them to be supported by structured projects with a regional and national dimension that would increase their attractiveness.

In parallel, the second axis was initiated, related to the economic rehabilitation of the various regions and expanding the role of local groups to contribute to developing the national economy and diversifying its sources, enhancing the attractiveness of the regions, increasing their competitiveness and attracting productive investments, by strengthening the role and position of governors in following up and accompanying the field implementation of decisions taken by public authorities. He also stressed that this meeting highlights the priority that the President of the Republic attaches to progress in laying the foundation for a diversified economy, far from dependence on hydrocarbons, based on optimal use of the qualifications and components of each region, and dedicated to joint and integrated work between all actors, including central and local authorities, economic operators, and specialized professionals in various sectors. Mr. Murad touched on the most important pillars of the new economic model that was adopted, which is mainly represented in encouraging investment, especially in a number of strategic sectors related to food security, as well as increasing local and national production of agricultural products of widespread consumption, as well as encouraging the production of meat and dairy locally, while encouraging… The wealth-creating branches of desert and mountain agriculture, with the accompanying reforms that culminated in a complete review of the legal system related to investment and the reorganization of the institutional framework accompanying it, foremost of which is the creation of an office for the development of industrial agriculture in desert lands, and the provision of all tax and semi-fiscal facilities to support investment activity in the high plateaus and the south. .

The Minister appreciated the positive results achieved and the improvement of production quantities, yields, and collected quantities at the level of grain cooperatives, as a result of the governors’ supervision of the various stages of the agricultural season, through field accompaniment of farmers, enhancing grain storage capabilities, expanding agricultural oceans, and drilling wells to enhance the water resource.
