Algeria will attach more importance to ensuring the security of people and property
The Minister of the Interior, Local Communities and Urban Development, Ibrahim Murad, confirmed that Algeria seeks, through the draft finance law for the year 2024, to focus on ensuring the security of people and property, and protecting them and their property against the risks of accidents and calamities.
Murad explained, on Saturday, during his presentation before the Finance and Budget Committee of the National People’s Assembly, according to the ministry’s statement, the most important measures included in the draft finance law for the year 2024, that the basic axes on which the measures included in the draft finance law for the year 2024 were based are related to strengthening the economic role of groups. Locally, improving the quality of public service, continuing to modernize and digitize public facilities, bringing the administration closer to the citizen, and ensuring the security of people and property.
The Minister also added that the draft law includes protecting people and property against the risks of accidents and catastrophes, achieving the principles of good governance at the local level, as well as adopting a new approach to supporting and financing projects initiated by the collective movement and putting into effect the instructions of the President of the Republic aimed at bringing about real reform in the field of Road security.
The same spokesman stated, with regard to legislative measures, that the sector took the initiative to propose several legislative measures entitled the draft finance law for the year 2024, of which 6 were approved and approved for inclusion. The matter relates to increasing the share due to the Solidarity and Guarantee Fund for local communities from 30 percent to 50 percent with regard to revenues. Voucher tariff on cars, allocating revenues from the tax on petroleum products as compensation for canceling the tax on professional activity.
The Minister of the Interior indicated that the proposed measures include increasing the share due to the Solidarity and Guarantee Fund for Local Communities to 50 percent with regard to the revenues from the fee applied to prepaid filling, allocating a 50 percent share of the resulting gas combustion fee to the Solidarity and Guarantee Fund for Local Communities, and reducing the tariff for stamp rights. Applicable to passports issued in Algeria, as well as those issued to members of the community residing abroad.
Murad said that the draft had included amending the Code of Revenues and Expenditures for the Special Allocation Account No. 302-042 entitled Natural Disasters and Major Risks Fund. As for the budgetary aspect, the preparation of the budget for the Ministry of Interior’s portfolio was carried out in accordance with the provisions of Organic Law No. 18-15 related to financial laws. Amended and supplemented, which included 7 main programs and 19 sub-programs within a unified budget that included user expenses, management, investment, and transfers.
The Minister highlighted that the appropriations included in this draft finance law were estimated at 1,320,424,887,000 DZD as commitment licenses, meaning an increase of more than +298 billion dinars, compared to the year 2023, while payment appropriations amounted to 1,328,807,337,000 DZD, meaning an increase of more than +302 billion. dinar compared to the year 2023, reviewing in detail the programs to which these appropriations were distributed.
The Minister of the Interior and Local Communities stated that the financial positions open for the year 2024 for all programs reached 428,211 financial positions, which are the same financial positions opened for the year 2023.
