Mr. Boughali said in his opening speech for a parliamentary day entitled “Seawater desalination as a strategic option for the state…achievements and challenges,” organized by the Council’s Housing, Equipment, Irrigation and Urban Development Committee, that “Algeria has developed promising programs in the near and medium term (in the field of water), as a result of its needs.” “The increase is linked to the diverse and multiple economic boom it is witnessing, whether in the industrial, agricultural, tourism or other various uses necessary for life.”

In this context, Mr. Boughali adds, the program of the President of the Republic, Mr. Abdelmadjid Tebboune, “includes a strategic outlook according to studies that shed light on the status of this important wealth, through which a precise and thoughtful program was drawn up according to the increasing need for this material and its relationship to the country’s comprehensive development path.” “Because of the importance of this resource in Algeria, it requires rationalizing its use to respond to the needs of the population and meet the requirements of the national economy, and all of this must be done while preserving it without jeopardizing the needs of future generations.”

Mr. Boughali also pointed to the natural factors represented by drought and lack of rainfall, considering them among the main reasons for the water shortage in Algeria, which is a climate phenomenon that “does not concern our country alone, which has made the groundwater reserve, according to the estimates of the competent authorities, not sufficient for the required purpose.”

Accordingly, he confirmed that Algeria has already begun “taking measures to accelerate water production, including drilling wells in many states to confront this deficit and constructing dams and water barriers. The matter required the completion of seawater desalination plants, which is the state’s strategic choice.”

He also added that “Algeria is required to make a great effort to eliminate the recorded deficiency, which the state seeks to remedy and alleviate the severity of the problem, which is originally caused by the climatic characteristics that range between dry and semi-arid on most of the Algerian lands,” explaining that “the lack of rain leads to a decrease in this The resource at a time when the need for it is increasing as a result of demographic growth and the increase in consuming sectors such as industry, agriculture and tourism.”

Also, the large area of Algeria “surface water is scarce and is almost confined to part of the northern slope of the Atlantic mountain chain, and non-renewable water resources include layers in the northern Sahara,” says the head of the National People’s Assembly, adding that “surface waterways in Algeria are estimated at about 30 streams.” Most of it is in the north and flows into the Mediterranean Sea, and its levels are irregular.”

In this regard, he stressed “the necessity of rationalizing the consumption of this substance due to the great importance it occupies in people’s lives, which necessitates saving its consumption as much as possible, and this process begins in the family first, then through the necessary and continuous maintenance, preventing leaks that waste it, and adhering to good behavior.” “Civilization in various uses.”

He added that today’s topic “is important, which makes it a top priority, which is what the Algerian state has realized, which is striving and making every effort within the framework of the comprehensive economic takeoff that it has undertaken since the election of Mr. Abdelmadjid Tebboune as President of the Republic.”

He considered that “the issue presents itself today more than ever, and with urgency, so the President of the Republic has continued to give it the attention that amounts to it being on the list of priorities, which will bear fruit in the coming years.”
