Zitouni reviews the sectoral plan to control the national market – New Algeria

During the government’s meeting with the governors today, Tuesday, the Minister of Internal Trade and Market Control, Tayeb Zitouni, reviewed the sectoral plan for market control..

The Minister indicated that this plan aims to control the national market by addressing the recorded imbalances and potential impacts on the supply situation with various materials, products, and services that are directly related to consumers’ daily lives.

The plan included the following:

The first axis: modernizing the legislative and regulatory system:

1. Preparing a law on supply, controlling the market, and protecting the purchasing power of the citizen;
2. Updating the law relating to the rules applicable to commercial practices, as well as electronic commerce;
3. Updating and developing the regulation of commercial spaces and broad distribution networks;
4. Updating texts related to consumer protection, quality, safety and security of products and services;
5. Updating the conditions for monitoring the conformity of products imported across borders and the methods for doing so.

The second axis: controlling and regulating the national market

It ensures the regular supply of the market with widely consumed items, as well as monitoring the development of prices and inventory levels, through:
1. Follow up on the national market’s supply sources from the producer/importer to the consumer.
2. Developing distribution networks for various products, and following them up through digital platforms;
3. Strengthening the supply program for the southern states by opening new points of sale for public control offices;
4. Strengthening sectoral coordination mechanisms through the Monitoring and Early Warning Cell, and involving ladies and gentlemen governors in all operations related to supplying and controlling the national market;
5. Preparing a national map of cooling and storage rooms in order to contribute to absorbing surplus production;
6. Adjusting the supply program for the month of Ramadan 2025 by involving the relevant sectors.
7. Preparing a road map to control the supply of the 14 coastal states in anticipation of the summer period.
Controlling and organizing commercial activities is based mainly on:
1. Preparing a national plan for commercial urbanization;
2. Expanding investment in large spaces and commercial spaces.
3. Preparing a national road map for optimal exploitation of completed and unused commercial spaces in coordination with the Interior Sector and under the supervision of ladies and gentlemen governors;
4. Containing those involved in parallel trade within the official commercial fabric.
5. Reviewing the organization of neighborhood, weekly and daily markets.
6. Expanding the tasks of the public institution for implementing and managing wholesale markets for vegetables and fruits (MAGROS) and developing it to activate its role in the process of supplying and controlling the national market with various products;
7. Follow up on the plan to establish regional wholesale markets for foodstuffs in a number of states.

As for stimulating commercial activity, supporting local development, and promoting the national product, there will be:
1. Sending investment projects to the Algerian Exhibition and Export Company across 12 states;
2. Establishing a program for organizing major economic events at the regional level;
3. Developing a program for Ramadan and school neighborhood markets in all departments of the country;
4. Launching awareness campaigns to “rationalize consumption and reduce waste”;
5. Generalizing the use of e-commerce to establish a culture of e-commerce and develop the profitability of e-shopping centers;

The third axis: related to strengthening and modernizing economic control and suppressing fraud through:

1. Ensuring that the prices and profit margins for widely consumed food products are respected are respected, and developing a mechanism to oblige producers and importers to deposit the price composition of their products while ensuring that they are reviewed; Which contributes to protecting the purchasing power of citizens.
2. Digitizing all regulatory procedures on commercial activities;
3. Strengthening electronic commerce control mechanisms;
4. Strengthening and modernizing control devices at the port level through 8 mobile laboratories;
5. Completing projects to develop and rehabilitate quality laboratories and suppress fraud, according to the following:
– Developing a national map of analysis laboratories (GEOLAB) and distributing it to various sectors,
– Expanding the specializations of five (05) laboratories to undertake accurate analyzes (heavy metals…)
– Putting five (05) new laboratories into service by 2025, adding to the 37 active laboratories.
