Fouad Boutbek stressed that it is time to review the legal provisions for renewal Municipal People’s Councils And the state, given their limitations in the field of development and management, stressing the need to involve civil society in this.
Regarding the process of preparing the draft municipal and state laws, Boutabik revealed that, in implementation of the instructions of the President of the Republic, an expert committee was installed consisting of 4 university professors specialized in law, and executives from local groups, which produced the draft municipal and state law, which are currently at the level of General Secretariat of the Government It is in the process of study and government consultation between sectors and government meeting councils, in addition to the Council of Ministers, to be studied in the next parliamentary session.
In turn, the Director of Local Budgets at the Ministry of Interior, Local Communities and Urban Development, Ammar Marzouki, stated that municipalities suffering from a delay in local development benefited from a financial envelope estimated at 214 billion DZD during the year 2024..
Marzouki said during his guest appearance on the First Radio Channel forum this Monday that the concerned municipalities will benefit annually from a financial envelope ranging from 200 to 250 billion dinars allocated to operations with a neighborhood dimension.
In this context, Marzouki stressed that, within the framework of implementing the development and strategic programs adopted by the government in implementation of the instructions of the President of the Republic, Mr. Abdelmadjid Tebboune, the local authorities sector benefited from an important financial envelope in the year 2023 estimated at 239 billion dinars, including 129 billion dinars entitled to support development. Economic and social funding for local communities and 100 billion DZD under the title of the Guarantee and Solidarity Fund for Local Communities.
In this regard, the guest of the forum highlighted that this important financial envelope contributed to the registration of more than 20,000 operations at the level of all municipal regions, pointing out that this affected various aspects of the citizen’s life.
For his part, Marzouki stressed the importance of the involvement of municipalities and states in local development, highlighting the importance of involving local actors in setting priorities and defining methods and axes of local development.
He also pointed out the need to exploit important financial allocations to undertake reforms in the field of financial management and governance in order to ensure effective management and reach the desired results of these development programs. He also pointed out the importance of involving civil society and local actors of all walks of life in determining development priorities, as this was embodied through Supplementary programs approved by the President of the Republic in various states.
Regarding the new administrative division, Marzouki said that the public authorities seek to achieve a set of goals, most notably bringing the administration closer to the citizen and bringing public service closer to the citizen, noting that the approach taken by the government in this regard is to upgrade the states to mandated states and always remain subordinate to the parent states that oversee the administration. Accompanying them, in addition to installing all their structures, and then automatically promoting them to states with full powers, revealing a project to upgrade 7 states in the year 2025 as states with full powers in accordance with the instructions of the President of the Republic.
Marzouki also noted the positives of the administrative division, revealing that the seven new mandated states that were promoted will benefit from an important financial envelope in 2024 estimated at approximately 10 billion dinars, allocated to prepare the various headquarters in which the various administrative structures of the state will be installed, provided that the work therein is completed before the end of the current year. .
For his part, Boutbek said that the new administrative division will improve the citizens’ living conditions and facilitate administrative operations and interests in all fields.
