The statement included the following: “Our union has contributed (Coordination The National Association for University Professors (SNAPAP) has since its founding in April 2023, through many interventions in issues concerned with the public affairs of university professors, and has relentlessly defended his interests. As required by the public interest, including our participation in enriching the basic law and the compensation system after the Council of Ministers meeting held on December 24, 2023, where Mr. President ordered it to be reconsidered. We also inform you that the coordination is adopting a future work strategy based on contributing to the reform of the higher education and scientific research sector. And coordinating efforts with all the interests that would crystallize this contribution and push it forward, similar to the parliament with its two chambers.
The statement added, “The content of the basic law for the researcher professor, as well as the compensation system, has resulted in many effects, including the deletion of the rank of assistant professor “A” and “B” to be unified into the rank of assistant professor. This is because employment has become based on a doctorate degree and re-assignment to the rank of distinguished professor, which occurs 15 years after obtaining the rank of professor of higher education, and is in accordance with specific standards such as supervision of doctoral students, scientific publishing, and other conditions that will be announced later. It has an impact on the compensation system amounting to an increase of 50% of the professor’s salary, and it is also calculated for professors who retire without any financial impact before January 2024.
The basic law also distinguished between the teaching professor and the research professor. The basic law guaranteed academic freedoms for the research professor, and this law strengthened the university’s openness to its economic environment in order to create wealth through entrepreneurship.
Regarding the movement of the professor, the law guaranteed the transfer of the professor from university To another, the system of placement at disposal was activated. The compensatory system resulted in an increase in wages, half of which was respectable if it ranged between ten thousand Algerian dinars (10,000 DZD) to fifty-five thousand Algerian dinars (55,000 DZD), for all professors according to their academic ranks and degrees of experience.
