The most prominent political event that the country witnessed was the organization of pre-presidential elections on September 7, with a decision announced by the President of the Republic, Abdelmadjid Tebboune, in March of the same year. In confirmation of the participatory democratic approach that he established during his first presidential term, the President of the Republic announced, immediately after taking the constitutional oath on September 17, the launch of a national dialogue and intensive communications and consultations with all the living energies of the nation, whether political, economic or youth, as “an embodiment of true democracy.”
He explained that this national dialogue, which will be organized at the end of 2025 or the beginning of 2026, aims to plan together the path that the country will follow, after completing the review of the laws related to modern state agencies, similar to the municipal and state laws.
In this regard, the path of comprehensive reform of the country’s legislative and institutional system continued during the past year, as the President of the Republic last October installed the National Committee to Review the Municipal and State Laws, headed by the former Minister of the Interior, Dahou Ould Kablia, as an embodiment of his commitment in the electoral campaign and during his taking of the constitutional oath. .

The President of the Republic’s keenness to strengthen dialogue and consultation mechanisms was demonstrated during several occasions this year, as last May he held a meeting with officials of 27 political parties represented in the elected national and local councils. Among the principles of participatory democracy established by the President of the Republic is his keenness to supervise direct meetings with citizens and representatives of civil society during his field visits to the various states of the country. In the same manner, the President of the Republic continued to hold his meetings with members of the national community abroad during his visits to brotherly and friendly countries, where he directly listens to their concerns and ambitions regarding contributing to the country’s development in various fields.
Also within the framework of direct communication with citizens, the President of the Republic continued during the year 2024 to hold his periodic media meetings with representatives of the national press to answer journalists’ questions regarding various national and international developments.
In order to ensure the implementation of his decisions directly related to improving the citizen’s living conditions, the President of the Republic is keen to move the positions of responsibility to select the best national competencies and install those that have proven their effectiveness and effectiveness.
This trend was evident in the new government staff appointed by the President of the Republic last month, especially the changes he introduced to some sovereign and vital sectors in response to the profound economic and technological transformations that Algeria is experiencing.
In the first Cabinet meeting, the President of the Republic directed the new government to “push all its efforts into achieving the comfort of the citizen and meeting his needs.”
The President of the Republic renewed his confidence in a number of members of the government staff, especially in the sovereign ministries, while appointing new national competencies. He also decided to appoint the Chief of Staff of the People’s National Army, Lieutenant General Said Chengriha, as Minister Delegate to the Minister of National Defense. Throughout the year, the President of the Republic carried out two partial movements within the corps of governors and delegated governors in the months of April and November. He also ordered in June the holding of a special movement among high-ranking personnel in the General Directorate of National Security, within the framework of “the search for the best competencies and not change for the sake of change.” As he emphasized on a previous occasion.
Last March, a partial movement was carried out in the corps of heads of diplomatic centers, within the framework of activating the diplomatic apparatus and improving the performance of its work in light of the current challenges and ensuring optimal care for the national community abroad, which benefited from several facilitating measures and exceptional reductions for entry into the homeland, by decision of the President of the Republic.
