The outputs of the government meeting – the Algerian dialogue

Today, Wednesday, the Prime Minister, Ayman bin Abdul Rahman, chaired a meeting of the government, which was held at the government palace.
During its weekly meeting, the government studied many files, according to the Prime Minister’s statement.
In the field of justice, the government studied a new version of the preliminary draft law relating to the protection and preservation of state lands, which was presented by the Minister of Justice, Keeper of the Seals.
This formula has been enriched according to the instructions given by the President of the Republic when it was studied during the Council of Ministers meeting, by working more to strengthen the mechanism that should be put in place to protect state lands and lands that have been recovered at the municipal level, especially real estates recovered as a result of various re-housing operations. .
Moreover, the Minister of Justice, Keeper of Seals, gave a presentation on the project to digitize the justice sector.
This project falls within the framework of comprehensive reforms in the justice sector and its modernization through digitization and bringing this sector closer to the citizen.
It mainly aims to improve the performance of the justice facility and facilitate judicial work by digitizing the various stages of processing the judicial file in order to add more efficiency and transparency.
In the field of higher education, the Minister of Higher Education and Scientific Research gave a presentation on the project to digitize the higher education and scientific research sector.
This project, which falls within the framework of embodying the government’s action plan entitled “Improving the Quality of Higher Education and Scientific Research,” aims to digitize all the sector’s activities, giving priority to higher education institutions, the National Office for University Services, the central administration, and research centers.
In the field of finance, the Minister of Finance and the Minister of Trade and Export Promotion made a joint presentation on the results of the process of purifying some tariff items for Algerian customs.
This presentation aims at evaluating the measures that have already been taken in the framework of controlling foreign trade, especially the excessive resort to localizing the imports mentioned in the “Others” section, while avoiding the recognized customs codes, for the purposes of fraud and inflating invoices in particular.
In this regard, the work of purifying this section allowed the creation of 295 new national tariff items, amending the contents of 327 tariff items for a more accurate definition of products, and canceling 48 tariff items, which allows identifying the most important products and goods that represent more than 91% of the value of imports achieved in this section.
It should be noted that these amendments have entered into force and have been integrated at the level of the “SIGAD” information system since March 1, 2023.
In the field of transport, the Minister of Transport made a presentation on the problem of removing sand from the railway network.
The presentation focused on the most important factors that caused this phenomenon, especially at the level of some desert areas, as well as the solutions and measures to be taken in the framework of combating the accumulation of sand at the railway level, by intensifying sand removal and maintenance operations at the level of the entire railway network, as well as carrying out afforestation operations. intense along the lines involved.
