Communication Minister Mohamed Bouslimani affirmed that the draft organic law related to media enshrines the freedom, pluralism and independence of the press and guarantees respect for the rules of professional ethics, considering that it falls within the framework of the inevitable response to revitalizing the legal system for the communication sector. Yesterday, during the public session devoted to discussing the draft organic law related to media in the National Assembly, Bouslimani said: “The review of the law aims to strengthen the democratic choice, expand the scope of public freedoms, and consolidate the principle of the right to information, within the framework of respecting national constants such as religion, language, culture, and others. And the Minister of Communication considered that: “It is not possible to confront competition and raise challenges without reforming the legal system for the media, by sending legal rules that parallel between media freedom and responsibility, which our interests, with the participation of all the actors of the sector, sought to embody through the draft law.” Bouslimani indicated that: “The draft media law defines the principles and rules that regulate media activities, such as protecting the interests of the media, with an emphasis on the need to enjoy Algerian nationality only for shareholder owners and activists in the field, and this is in order to close the doors to those wishing to undermine the stability of the country.” through this sensitive area. And the Minister of the Sector affirmed that: “The provisions included in the text of the draft were mainly keen on excluding intruders and owners of corrupt money, by requiring proof of the source of the invested funds, with the obligation to possess pure national capital, and also emphasized the prevention of financing and direct material payment from any foreign party and criminalizing resorting to lending the name to the establishment of the media outlet, along with obligating the media to employ full-time professional journalists in the editorial staff.” For his part, the same minister indicated, regarding the rights of the journalist, that: “The draft law carries guarantees that enshrine the journalist’s right to freedom of expression, by subjecting his dealings and employment in any media institution to a written contract, and granting him legal protection and preserving his right to refuse to publish any work that has undergone a fundamental change, as translated by the text The law is every form of violence against a journalist, threat or insult while performing his duties. In the same context, Bouslimani added, “The draft law grants the right to a journalist to life insurance in the event that he is sent to danger areas, and grants him the right to refuse, while the draft law subjected the acquisition of a professional journalist to conditions between three and five years of experience, in addition to adopting journalism as a main income.” . On the other hand, with regard to the duties included in the text of the law towards the journalist, the Minister of Communication stated that: “The draft law stresses the obligation to verify the information, its credibility and correctness before broadcasting it to the media, and the establishment of written and electronic newspapers was subjected to the authorization system, which is simple compared to accreditation. As for the penalties against journalists and media included in the draft law, the Minister of Communication said: “Fines between 100 thousand dinars and 2 million dinars were included, along with the arrest of the media outlet and the confiscation of its means of work, according to the seriousness of the act, without the penalties of deprivation of liberty.”
