Today, Sunday, the President of the Republic, the Supreme Commander of the Armed Forces, and the Minister of National Defense, Mr. Abdelmadjid Tebboune, chaired a Council of Ministers meeting that dealt with draft laws and proposals related to several sectors, according to what was stated in a Cabinet statement, the full text of which is as follows:
“The President of the Republic, Mr. Abdelmadjid Tebboune, Supreme Commander of the Armed Forces and Minister of National Defense, chaired a Council of Ministers meeting that dealt with a draft law that includes the budget settlement for the year 2022 and two draft laws related to the education and health sectors, and offers including the creation of new administrative provinces, as well as partnerships within the framework of the hydrocarbons law.
Following the Prime Minister’s presentation of the government’s activity in the last two weeks, then a presentation on the extent of comprehensive digitization progress by the High Minister of Digitization, in addition to the interventions of the Ministers on draft laws and presentations, the President of the Republic gave the following orders, instructions, and directives:
* About the law regarding the national education sector:

The Council of Ministers approved the law regarding the ranks of employees in the National Education Sector
The President of the Republic congratulated the educational family on the occasion of completing the drafting of this awaited law, in compliance with his commitment to it to preserve its scientific and social prestige, as it is the soul of society and the first safety valve for the future of the nation.
Mr. President appreciated the conscious consensus and responsibility that brought together the two parties in drafting this special law, hoping that teachers and professors would receive the desired care through it.
The President directed the government to approve additional procedures, including the retirement of teachers, that take into account the specificity of this noble profession and the difficulties of its performance, provided that these procedures are detailed through an executive decree.
* About the law related to the health sector:
After the Sector Minister presented a summary of the law.
The Council of Ministers approved the basic law for the health sector for the benefit of the medical and paramedical staff, which includes specialist doctors, general doctors, dental surgeons, pharmacists, paramedics, midwives, anesthesia users, biological and psychological users, professors of paramedical education, and physicists.
The President of the Republic congratulated the family of this strategic and vital sector of the nation on the completion of drafting the law in its final form, hoping that it would contribute to understanding and taking care of the concerns of the men and women of the sector and further improving their performance.
Mr. President also appreciated the high spirit of responsibility that prevailed among all parties to come up with a final version of the law.
* On the creation of new administrative provinces:
The Council of Ministers approved a proposal to promote an administrative district to the position of administrative district run by the delegated governor of:
– Qantara District, Biskra Province
– Bir El Ater District, Tebessa Province
– Municipality of Arisha, Tlemcen Province
– Al-Bukhari Palace District, Medea Province
The decision of the President of the Republic comes as part of his continuing efforts to generalize the pace of development in accordance with the principle of fairness in taking care of citizens’ concerns and taking into account the geographical, social and economic components of these regions that qualify them to be promoted to administrative provinces.
* About presenting partnerships within the framework of the hydrocarbons law:
The President of the Republic directed the government to continue developing the national energy system in line with the country’s interests.
Mr. President stressed the importance of investing in the field of clean energies, exporting them, and directing their revenues to national development.
The Cabinet meeting concluded with the approval of the draft budget settlement law for the year 2022 and the approval of presidential decrees that include international cooperation.
