The Finance and Budget Committee holds a meeting to hear the representative of the organic law proposal related to financial laws – Algerian Dialogue

Today, Monday, the Finance and Budget Committee, headed by Baghija Saad, held a meeting, in order to listen to Representative Bakhoush Al-Siddiq, a presentation made by the representative of the organic law proposal that amends and supplements Organic Law No. 18-15 of September 2, 2018 relating to the amending and supplementing finance laws.

During his intervention, Bakhoush explained that in order to exclude Parliament in its two chambers from applying the existing pattern of programming, preparing and implementing the general budget on the basis of the principle of centered management, it was necessary to explore the possibility of modifying it based on approaches to financial independence and the allocation of funds, on the basis of programs, as well as the accounting carried out by specific financial controllers. According to the text of Article 16 of the internal regulations, the financial management of the two chambers of Parliament is subject to the oversight of the Accounting Council in accordance with Article 105 of the Organic Law.

In this regard, Mr. Bakhoush revealed that it was stated in the proposal of the organic law under study to amend and supplement Organic Law No. 18-15 related to financial laws in a way that excludes Parliament, in its two chambers, from applying the provisions of this financial legislative text by amending Article 23 contained in the first partial section regarding licenses. The budget by deleting the word “parliamentary” from the last paragraph to become: “The public institution, in the meaning of this law, means the judicial, supervisory, and advisory bodies and all other bodies of the same nature stipulated in the Constitution,” with the inclusion of a new Article 23 bis, which excludes Parliament and its two chambers from applying the provisions of this law. Organic law.

After completing the presentation, the representatives intervened by raising several concerns related mainly to the organic law related to the amended and supplemented financial laws, in addition to ways to strengthen the oversight role of Parliament.

The discussion also included questions related to the Council’s budget and the extent to which it achieves the desired goals, as well as the call for the involvement of the Legal and Administrative Affairs and Liberties Committee in enriching the proposal for this law, in addition to the question of the extent of public authorities’ responsiveness to the results of the reports of information missions.
