The Authority of Architects announces the launch of an inventory of the Algerian architectural heritage – Algerian Dialogue
This Thursday, the Algerian Association of Architects will organize regional meetings to begin the process of inventorying the architectural characteristics of each region of the country, within the framework of contributing to the protection of the Algerian architectural heritage, as confirmed today, Tuesday, by the President of the National Council of the Authority, Hassan Malakia.
Malakiya explained, when he was a guest at the “Al-Fajr” newspaper forum, that these seminars will provide scientific material that will contribute to the preparation of the procedures guide for Executive Decree 23-401 of November 9, 2023, related to the preparation of instruction books for architectural identity.
These meetings will be organized in the states of Constantine, Batna, Tizi Ouzou, Ouargla, Tlemcen and Adrar, in the presence of representatives of the executive bodies, as well as professors, lecturers and researchers, where the architectural characteristics of each region will be presented. These seminars will conclude with a comprehensive meeting in the state of Batna, on the 18th. This May.
In a related context, Malakiya stated that the outcomes of this meeting will be submitted to the Ministry of Housing, Urbanism and the City, which will also hold regional meetings related to architectural identity, which he confirmed includes even urban development.
He added, “We are working to inventory the elements of the urban heritage according to the specificity of each region, and this process will remain open, until we have as much information as possible about the Algerian architectural heritage.”
To give impetus to this process, the head of the authority stressed the need to install state committees for architecture, reconstruction and the built environment, which consist of representatives of executive bodies, local groups, and professional associations, and whose tasks include protecting the architectural heritage and promoting local architectural characteristics.
In parallel, the Authority is working with the Ministry of Higher Education and Scientific Research on a project for desert architecture, adds Mr. Melkiya, who stressed that Algeria enjoys great architectural richness.
To protect the architectural heritage, the speaker highlighted the importance of Algeria’s presence in regional and international bodies for architects, pointing out that the body is currently present in several organizations, “thanks to Algerian diplomacy, which facilitated our mission at the international level.”
In this context, Mr. Melkiya mentioned Algeria’s accession to the International Union of Architects in 2023, where there are currently 13 Algerian members in the various committees of this body, whose members he confirmed were “amazed” by the number of homes built annually in Algeria.
In addition, Algeria recently joined the Mediterranean Union of Architects, while the organization expects to obtain full membership in the African Union of Architects before the end of 2024.
Mr. Melkiya stressed that the presence of the Algerian Architects Association in regional and international organizations “will contribute to protecting the Algerian architectural and cultural heritage.”
On the other hand, Malaki highlighted the importance of educating citizens about the necessity of dealing with architects, so that the architectural product meets the standards, pointing out that the last conference of the authority approved the architectural production contract and it was submitted to the Ministry of Housing.
Regarding the recent announcement by the Minister of Housing, Urbanism and the City, Mohamed Tarek Belaribi, of the intention to complete 20-storey buildings with six apartments per floor in major cities, within the “Edit 3” programme, Malakiya considered that this matter could be implemented.
In this context, he pointed out that “significant work” had been done to prepare the conditions books for the “Edit 3” program, in order to avoid errors and correct the shortcomings recorded in the “Edit 1” and “Edit 2” programs, indicating that in the future, the completion of responsive housing will be achieved. to the aspirations of citizens.
As for the electronic building permit, the spokesman confirmed that the Authority is waiting for its circulation after “its launch in four model municipalities, pointing out that it will allow the period for granting the license to be reduced to 20 days at the latest.”
