The control authority noted that it “interrogated the channel’s legal representative and the presenting journalist to receive their defenses,” as they explained that “the program is essentially a humanitarian community program that aims to convey the voice of the simple people, and the comment was just spontaneous gossip to lighten the atmosphere and create a friendly atmosphere, and the intent was not to offend the guest at all.”
The authority noted that the channel “did not ensure the implementation of the provisions of Article 13 and Article 17, Sections 1, 3 and 4 of Executive Decree No. 24-250 specifying the provisions of the book of general conditions imposed on audiovisual communication services.”
These provisions require that “the presentations of the interveners, regardless of their capacity and the subject of their intervention, be conducted in an atmosphere of respect and calm, free of expressions of insult and vulgarity, in view of the values established in Algerian society.”
It also requires “not to infringe on human dignity, private life, honour, moral integrity, health and security, not to encourage the spirit of exclusion, defamation, insult or insult to people, and to avoid exploiting human suffering for promotional or promotional purposes.” Advertisement Or to belittle the status and dignity of individuals.”
On this basis, the Independent National Authority for Audiovisual Control “strongly alerts the Al-Hayat Channel Audiovisual Communication Service Corporation of the necessity of complying with the aforementioned regulatory rules that have been in effect since their issuance in the Official Gazette on the seventh of last August,” according to the same statement.
