Regarding the first text, Mohamed Laqab, Minister of Communications, confirmed that the creation of periodicals and electronic newspapers has been subject to a permit system, instead of the accreditation currently in effect in the law in force, which allows the activity to be carried out by simply permitting it before the qualified departments of the Ministry of Communications in exchange for a deposit receipt.
Laqab added, the concepts of electronic journalism have also been adjusted by adapting them to developments in the field of media and communication technologies, considering that electronic journalism is a multimedia communication service. Websites that primarily aim to publish advertising messages or advertisements, personal websites and blogs that are published in an unprofessional manner have also been excluded, in addition to opening the way for natural persons to create periodicals and electronic newspapers.
The government representative stated that the composition of the authority to control the print and electronic press has been reconsidered, with the aim of conforming with the provisions of Article 92 of the Constitution, as it now consists of 9 members appointed by the President of the Republic from among the competencies, personalities and researchers with actual experience, especially in the field. Media, technical, legal and economic professionals are recognized for their writings, research and contributions to the development of journalism.
Regarding the second text, which includes the law related to audiovisual activity, the government representative explained that it dedicates to the Public Corporation for Radio and Television Broadcasting in Algeria the exclusivity of broadcasting audiovisual communication services through various supports and using various technologies, and this is to enhance national sovereignty, national security, and the supreme interests of the nation; In addition to expanding the scope of licensed audio-visual communication services to channels with general content, contrary to what is applicable in the applicable law.
The government representative revealed that the composition of the audiovisual control authority has been reconsidered, with the aim of conforming with the provisions of Article 92 of the Constitution, and its tasks in the field of controlling advertising messages have been strengthened by assigning it to monitor the extent to which the courier volume of advertising messages conforms to the provisions of the books of conditions and to determine the minimum prices for messages. And advertising flashes in accordance with the rules of free and fair competition and transparency of commercial practices in accordance with applicable legislation and regulation.
As for the second text related to audiovisual activity, the committee confirmed in its report that the text of this law comes in a new phase of the democratic practice of journalistic work in our country, through which the political will of the state is embodied in allowing journalists a wide scope for activity in a more democratic and free climate. This was confirmed through a package of comprehensive reforms initiated by the President of the Republic, Abdelmadjid Tebboune, through an ambitious program that lays the foundations for building the new Algeria, the features of which we witness day after day.
