Today, Abdelmadjid Tebboune, President of the Republic, Supreme Commander of the Armed Forces, Minister of National Defense, presided over a meeting of the Council of Ministers, which dealt with a draft law related to forests and forest resources, and presentations related to reforming the apparatus of the National Agency for the Support and Development of Entrepreneurship, measures related to holders of master’s and doctoral degrees, titled Year Finance 2023, the reality and prospects of graduate schools of higher education, and another related to the mining sector.
After the President opened the session, listened to the agenda, and presented the Prime Minister with the government’s tally over the past two weeks, the President gave the following instructions, orders, and directives:
On measures related to holders of master’s and doctoral degrees, entitled Fiscal Year 2023
The President of the Republic approved the proposals of the Minister of Higher Education and Scientific Research, which include the employment and integration of holders of these two degrees into university positions.
Mr. President, based on his commitment, with university professors, ordered a review of the wages of higher education professors and university researchers of all academic degrees, provided that Mr. President is provided with proposals as soon as possible, since this category should receive special attention from the state, and as it is the gray matter Algeria and its safety valve, in all sectors.
Preparing for a comprehensive review of the Basic Law for Higher Education Professors, in line with the new dynamism and strategy witnessed by the higher education and scientific research sector.
Redoubling efforts to attract more students in scientific disciplines and divisions, because they are the nation’s reservoir for the various state institutions.
Adopting a forward-looking scientific view based on the vision of the new Algeria, represented in abandoning traditional models in higher education and paying more attention to diversifying specializations, keeping pace with international trends.
On the exploitation of the zinc and lead mine in Oued Amizour, Bejaia
The President ordered, after recalling the extreme economic importance of the project, to reduce all deadlines related to technical sub-workshops, in order to accelerate its entry into exploitation, especially since the project has passed the stage of administrative settlements.
Adopting the team work system, 24 hours a day, to achieve the progress of works, because of its positive impact at the national level.
About model farms (diagnosis and prospects)
Mr. President emphasized that the results of this vision did not live up to the aspirations of the state that was in control, and therefore the President of the Republic ordered the preparation of a profound new vision, within one month, that presents a comprehensive vision, highlighting its new role and legal framework, which protects it and maintains its permanence, across all regions. He ordered that model farms be transformed into nurseries for animal and vegetable wealth, as a locomotive for research and development of the agricultural sector, within the framework of the development of the national economy.
About a draft law related to forests and forest wealth
Before approving this draft law, Mr. President emphasized that the purpose of its review should be set and defined, in the context of revitalizing and keeping pace with the role of forests and forest wealth for the development and promotion of the national economy.
Mr. President directed the adoption of more facilities for the benefit of Algerian families, who strive to raise the yield of the agricultural sector, by exploiting the forest areas, to double the incomes of these families, in an optimal way, and not harmful to the forest cover and the environment.
On the reform of the National Agency for the Support and Development of Entrepreneurship
Mr. President appreciated the coordination and the harmonious launch between the Ministries of Higher Education, Scientific Research and Knowledge Economy, Emerging Institutions and Small Enterprises.
Mr. President emphasized that the tasks of this agency are to assist young people and accompany them in their activities to create wealth and job positions.
