Parliament’s Economic Affairs Committee listens to the Minister of Industry – Algerian Dialogue


The Minister of Industry and Pharmaceutical Production, Ali Aoun, arrived at the National People’s Assembly for a meeting with the Committee of Economic Affairs, Development, Industry, Trade and Planning, in the presence of the Minister of Relations with Parliament, Ms. Basma Azzwar.

The Economic Affairs, Development, Industry, Trade and Planning Committee, headed by Tawfiq Qarash, Chairman of the Committee, heard from the Minister of Industry and Pharmaceutical Production, Ali Aoun, who gave a presentation on the reality of the sector and its future plans.

During the opening of the meeting, the Chairman of the Committee stressed the importance of the pharmaceutical and industrial sector and its significant contribution to advancing the national economy, and this justifies its inclusion among the priorities of the program of the President of the Republic, Abdelmadjid Tebboune.

In this context, Qarash explained that the aim of the meeting was to listen to the minister’s presentation on the sector’s strategy aimed at reviving faltering or stalled public economic institutions, as well as the ministry’s program to develop the pharmaceutical industry sector.

When taking the floor, Ali Aoun pointed to the problems and delays that have accumulated in the sector for years, and stressed that the year 2024 will be the year of the renaissance of this sector through an ambitious program that adopts a new strategy based on improving profitability, governance of the management of public economic institutions and removing obstacles to them.

The Minister of Industry revealed during his presentation that the public industrial sector consists of 11 complexes and holding companies, 182 institutions, institutions specialized in analysis and forecasting, and an industrial university.

Regarding the economic indicators of the sector until August 2023, Ali Aoun explained that they indicate the continued recovery of holding companies and industrial complexes, and in return, the fragility of some complexes and companies and their weakness in responding to market requirements and keeping up with competition.

When referring to the public sector development strategy emanating from the program and directives of the President of the Republic, the Minister explained that it is based on three basic axes:

1- Reorganizing the public commercial and industrial sector and the governance of public economic institutions

2- Working to remove obstacles to the 31 faltering public economic institutions

3- Working to revive the 51 public economic institutions and units that have been suspended.

On the other hand, during his presentation of the reality of the pharmaceutical industry sector, Ali Aoun revealed that the local pharmaceutical industry covers about 68% of needs, according to statistics at the end of 2022, and will reach 70% at the end of 2023. He pointed out that 3,327 medicines are produced locally out of 4,544. A medicine registered on the National Drug List.

In this context, the Minister attributed the scarcity of some medicines and pharmaceutical materials to several factors, the most important of which are speculation, monopoly, distribution and poor coordination between sectors, explaining that the solution lies in expanding the scope of local production.

Regarding the digitization of the sector, the Minister pointed out the development of a digital platform that includes information related to the level of stocks of pharmaceutical materials authorized by importing and manufacturing institutions.
