The Minister Delegate to the Minister of National Defense and Chief of Staff of the People’s National Army ensures the relations of the Ministry of National Defense with state institutions and with every other national body outside the People’s National Army. In addition, the Minister Delegate to the Minister of National Defense and the Chief of Staff of the National People’s Army collect and process files and issues at the ministerial level and allocate the necessary responses to them in accordance with the directives and instructions of the Minister of National Defense.
It also collects and handles on behalf of the Minister of National Defense economic and financial issues, as well as issues related to the budget, and coordinates the preparation of the development plan for the Ministry of National Defense and its budget, the main disbursement of which is prepared by the Minister of National Defense.
On behalf of the Minister, he also chairs the Sectoral Committee for Procurement and the National Council for Information Systems Security.
The Minister Delegate also supervises the organization and management of ministerial reserves, and is responsible for determining the axes of scientific and technical research policy in the fields of technology, military industry and armaments, and works to implement them after the approval of the Minister of National Defense.
It also follows up international agreements related to nuclear, biological, chemical, and conventional weapons, mines, space, telecommunications, drones, and sensitive equipment, and ensures their coordination and representation of the Ministry regarding them.
The Minister Delegate oversees the development and implementation of the military cooperation and foreign relations policy in coordination with the Minister of National Defense. It also supervises the preparation and implementation of the general human resources policy, determines the employee management and promotion policy, and collects and processes proposals for plans for the movement of employee officers and similar frameworks, in addition to proposals for appointments to senior positions, to be presented to the Minister of National Defense for approval. The Minister Delegate is responsible for developing employment, conscription and training plans, after the approval of the Minister of National Defense, and is responsible for ensuring the good functioning of the structures of the Ministry of National Defense.
He is assisted in this by the General Secretariat of the Ministry of National Defense and an office attached to it. The organization and tasks of the General Secretariat and the Bureau are determined by a decision of the Minister of National Defense. According to Article Four of the same decree, the Minister Delegate to the Minister of National Defense, Chief of Staff of the People’s National Army, is responsible for the proper functioning of the structures of the Ministry of Defense. To perform these powers, the Minister Delegate is assisted by the General Secretariat of the Ministry of National Defense and an office attached to him. Article Six stipulates that the Minister Delegate determines the organization of the General Secretariat of the Ministry of Defense and the Office stipulated in Article Five and their tasks in accordance with a decision of the Minister of National Defense.
It is worth noting that these powers were determined against the backdrop of the recent ministerial reshuffle last November 18 carried out by the President of the Republic, Abdelmadjid Tebboune, whereby he appointed the Chief of Staff of the National People’s Army, Said Chengriha, as Minister Delegate to the Minister of Defence.
