Murad presents the Disaster Risk Prevention Law in the National Assembly – Algerian Dialogue

Today, Tuesday, before members of the National Assembly, the Minister of the Interior, Local Communities and Urban Planning, Mr. Ibrahim Murad, made a presentation on the text of the law that includes the rules for prevention, intervention, and disaster risk reduction within the framework of sustainable development.
In a public session chaired by the President of the Council, Mr. Saleh Gogel, in the presence of the Minister of Relations with Parliament, Ms. Basma Azwar, Mr. Murad confirmed that this legal text “emerged from the 33rd commitment of the President of the Republic, Mr. Abdelmadjid Tebboune, to ensure a qualitative living framework that requires sustainable development and preservation.” “On the environment, property, and the protection of the wealth that our country abounds with,” he said, noting that Algeria, “by virtue of its geographical location and the natural phenomena it records, remains exposed to a number of major dangers that require appropriate management.”
He pointed out that this text will allow for correcting the “recorded shortcomings” by “defining strategic objectives and incorporating new risks, especially those related to climate change, cyber risks, and the risk of biotechnology.”
This text aims to “identify means of financing and increase investment in prevention and risk forecasting” while “improving governance through the clear distribution and definition of responsibilities and tasks, improving coordination between sectors, and activating civil society participation” in the field of prevention.
At the conclusion of his presentation, the Minister drew attention to the fact that the draft law “contains 11 referrals to implementing decrees, 10 of which have been completed.”
During the discussion, members of the National Assembly appreciated in their interventions the content of this new law, which seeks to “keep pace with developments occurring at the national and international levels,” highlighting the necessity of “strengthening scientific research in the field of natural disasters, industrial threats, and climate change, as well as intensifying awareness and sensitization campaigns in various circles.”
