The new project specifies the scope of the state’s accompaniment and support for municipalities, as it is expected that municipalities with weak resources that cannot fulfill all their obligations will benefit from the state’s accompaniment and solidarity in order to undertake all or part of the tasks assigned to them through the application of the mechanisms stipulated in this preliminary project.
These mechanisms take the form of management and equipment subsidies granted by the state to the municipality, in the event that its resources are weak compared to its mandatory tasks and in exceptional cases or in the event of a shortage of its fiscal resources. The tasks transferred to the municipality by the state, as well as the local management of public facilities, are accompanied by the allocation Financial resources Accordingly, the state financially replaces the municipality to undertake these tasks, especially those related to the education sector (primary schools and nurseries) and ensuring social activities.

The project also emphasized the vital role that the President of the Municipal People’s Council must play in achieving local development, by encouraging investment in and promoting natural resources, and supporting traditional crafts and local cultural heritage, which strengthens the economic and cultural identity of municipalities..
