At the beginning of his response, the Minister stated that the General Basic Law for Public Service was enshrined in Article 19 Contracting system In the public service, which governs all job positions that include conservation, maintenance, and service activities in public institutions and administrations, that is, activities related to professional workers, car drivers, headscarves, and public employees.
In the text of his answer, the Minister reviewed what he described as the “privileges” granted to this category of workers, such as the amended disciplinary system applied to them, which includes a set of guarantees and rights, especially the right to CompensationTraining, disciplinary guarantees, exceptional paid holidays, social services, social security and retirement.
The Minister pointed out that, pursuant to the provisions of Article 73 of the same presidential decree, as well as the instruction dated January 14, 2008 regarding the application of the new system for classifying public officials and paying their salaries, those concerned were classified and their salaries were paid according to their level of qualification and according to the situation, either within the evidentiary network. The Minister of Labor noted that the wage increases approved by the President of the Republic, Abdelmadjid Tebboune, through which the minimum indicative figure was raised by 200 points during the years 2022, 2023 and 2024, benefited all employees and contractual agents, similar to the professional workers subject to Executive Decree No. 08. – 05 dated January 19, 2008, which includes the basic law on professional workers, car drivers, and headscarves, through which the inferential network for the salaries of professional workers was re-evaluated. Accordingly, this category benefited from an increase in its wages, reaching 47 percent.
The Minister revealed that the number of contractual agents whose salaries are paid on the state budget reached 419,956 contractual agents for the year 2023, while as for the agents whose salaries are paid on the local government budget, their number reached 372,108 contractual agents for the same year.
