Implementing the established road map for professional integration in Algeria
The Minister of Labour, Employment and Social Security, Faisal bin Taleb, revealed the integration of 324,506 beneficiaries of the Vocational Integration Assistance System, and this is within the framework of the road map drawn up by the public authorities to implement the obligations of the President of the Republic.
The Minister explained during his response to the questions of representatives in the National People’s Assembly, regarding two concerns related to the file of professional integration and social integration of certificate holders, the Minister confirmed that within the framework of the road map drawn up by the public authorities to implement the obligations of the President of the Republic, the government has settled the situation of the beneficiaries of the two integration systems within the specified deadlines. On December 31, 2023, 324,506 beneficiaries of the Vocational Integration Assistance System were integrated.
The Minister added that by the end of 2022, 175,737 contracts in the Social Inclusion Activities Agency had been converted into indefinite-term, partial contracts.
Regarding those integrated into the education sector at the rank of educational supervisor, the minister stated that, given the urgent nature of the integration process, the education sector took the initiative to propose their integration on an exceptional basis into the rank of administrative supervisor, with the aim of supervising primary schools. The integration process has been completed with the exception of 281 beneficiaries.
In his response to the beneficiaries of integration into the economic sector, the Minister revealed that the number of members reached 81,000 members distributed, 17,000 at the level of the public economic sector; 64,000 at the level of the private economic sector.
The same minister also confirmed that they were taken care of through direct employment mechanisms and the provision of the necessary financial materials to finance supported labor contracts.
Regarding employment in petroleum companies in the South, the Minister mentioned the joint ministerial circular dated September 12, 2022, regarding special procedures for selecting and employing labor and promoting training through vocationalization in the states of the South, which came to support existing laws and dedicate the principle of transparency in directing and appointing job seekers within the framework of Specific and according to organized mechanisms.
Ben Taleb added that the National Code of Professions and Jobs is considered a common operational tool among all those involved in the labor market, by defining professions and jobs according to the sector of activity and according to the requirements and needs for competencies and qualifications, and reducing impossible conditions.
The Minister also responded to an inquiry related to the collection of annual contributions to the National Social Security Fund for non-employees, where he touched on the amendments that affected the finance laws for the years 2023 and 2024, which allowed professional owners and some merchants to keep simple accounting or follow the partial tax system when declaring the profits of their activities and the entry of self-contractor activity into the ground. Labor, stressing in this regard that the interests of his sector have worked to amend the provisions of Article 14 of Executive Decree No. 15-289, in order to adapt the rules for determining the basis of social security contributions to the applicable legislation.
