Holding the government accountable and determining the extent of implementing its plan soon
It is expected that the Prime Minister, Ayman bin Abdul Rahman, and the government staff will descend on Parliament in its two chambers, the National People’s Assembly and the National Assembly, in the coming days, in order to present the general policy statement and determine the extent of the implementation of the development plan, in accordance with what is stipulated in Article 111 of the Constitution.
During the next few days, the Prime Minister will present the government’s general policy statement, whereby representatives of Parliament in both chambers will be able to hold the government accountable and stand at length on the implementation of the development plan that was presented during the last session, at a time when Algeria is witnessing great movement that has affected many sectors in conjunction with the reforms approved by the President of the Republic.
Deputies in the National People’s Assembly will first begin discussing the general policy statement, according to what Article 111 of the Constitution of November 2020 stipulates, whereby the Prime Minister or the Head of Government, as the case may be, must submit annually to the National People’s Assembly a statement of general policy, which will be followed immediately. Discussing the work of the government. This discussion may also result in the filing of a censure petition by the National People’s Assembly in accordance with the provisions of Articles 161 and 162 of the Constitution.
In this context, the representative of the National People’s Assembly, Bashagha Abdel Salam, from the Movement for Society for Peace, “Hamas,” explained that “the most important points that are addressed during the discussion of the government’s general policy statement include the weak performance of a number of sectors and the ambiguity with which much of it is managed.” Among the files such as the investment file and the great slackness it suffers from, the scarcity of many widely consumed items and the decline in the purchasing power of the citizen.”
The same parliamentarian added, in a statement to Al-Ekhbariya, saying: “There is the file of the automobile industry and its marketing, which has become a dilemma for the government and the people alike, and for almost 5 years it has remained stagnant in its place, in addition to addressing some local files that are centrally linked and which are still frozen or suspended without being discussed.” The government finds final solutions for it.”
For his part, the representative of the National People’s Assembly, Musa Kharfi, confirmed that the representatives will address purchasing power, the crisis of lentils, chickpeas, and cowpeas, social income, and the lack of school supplies. They will also address – according to him – mechanisms for confronting natural disasters such as fires, vigilance committees, and disasters, and their absence.
The same representative added that, during the discussion of the government’s general policy statement, the representatives will address the file of employee doctors and their right to teach at the university. They will also talk about the lack of response to oral and written questions and the failure to receive representatives from some ministers, in addition to the scarcity of milk in some states of the south, and the severe damage to it. Which affected the farmers as a result of the heat, and they will also note, in the same context, the efforts made by the President of the Republic in his diplomatic activity and his efforts to join “BRICS” – as he put it -.
For his part, the representative of the National People’s Assembly, Bouchikhi Sheikh, from the National Liberation Front, confirmed to Al-Ikhbariya that the government is obligated to submit a statement of the government’s general policy in the next few days, in order to enhance the role of representatives in exercising their oversight right to hold the government accountable, and to determine the extent of the implementation of the government plan. Which was presented to the representatives during the past year, and the parliamentarian added, “As usual, the representatives will conduct a comparison of the general policy statement and the government’s work plan in order to know what has been achieved and accomplished on the ground.”
The representative explained, “By virtue of the assignment we received this year, which is to obtain the position of Vice President of the National People’s Assembly in charge of public relations, as well as our attention to the problems and shortcomings of the various states, we will address during our interventions the many problems that the various sectors suffer from, without ignoring the weakness of purchasing power.” Citizenship, which has become a concern for many citizens, especially as we are on the verge of a new social income – as he put it.
