On Wednesday, Prime Minister Ayman bin Abdul Rahman chaired a government meeting devoted to studying draft legal texts and listening to presentations related to several sectors. The following is the full text of the Prime Minister’s statement of interests:

“This Wednesday, November 8, 2023, the Prime Minister, Ayman bin Abdel Rahman, chaired the government meeting, which was held at the Government Palace. During its weekly meeting, the government studied the following points:

In the field of mines:

The government studied, in a second reading, a preliminary draft law regulating mining activities, presented by the Minister of Energy and Mines. The new version of this draft text has been enriched and supplemented, taking into account the directives given during the government meeting held on May 31, 2023.

The preliminary draft of this law aims to create an appropriate legal environment that encourages the development of the mining industry. Indeed, it sets an incentive framework for investors with a strong focus on job creation at the local level.

This draft text also aims to promote technology transfer, by encouraging mining institutions to share their expertise with local partners, thus enhancing national technological competencies, which would reduce their dependence on foreign competencies.

In the field of finance:

The Minister of Finance presented four (4) draft executive decrees that implement the provisions of Law No. 23-07 of June 21, 2023, relating to the rules of public accounting and financial management. This concerns the following texts:

– A draft executive decree specifying the methods for appointing and accrediting public accountants. This draft decree aims to determine the conditions and methods for appointing and approving public agents charged with managing public funds and implementing and monitoring the legitimacy of budgetary and financial operations.

– A draft executive decree specifying the methods for establishing, organizing, operating and monitoring revenue and/or expenditure agencies. This draft text aims to define exceptional procedures for revenue and/or expenditure agencies to implement a type of public revenue or expenditure that cannot be subject to the normal deadlines due to their urgent nature.

– A draft executive decree regarding the procedure for assigning those in charge of disbursement to public accountants. This draft decree aims to determine the practical procedures for employing public accountants.

– A draft executive decree specifying the conditions for assuming responsibility for public accountants and the procedures for auditing the rest of the accounts. This draft decree aims to specify the conditions for assuming financial responsibility for public accountants, their delegates, and the agents placed under their direct authority, as well as clarifying the methods for notifying public accountants of remaining accounts and the procedures for their settlement.

In addition, the Minister of Finance gave a presentation on the progress of opening the capital of the two public banks, the Algerian Popular Credit and the Local Development Bank, by listing them on the stock exchange in accordance with the government’s work plan.
