Government meeting: Listening to presentations related to several sectors

“This Saturday, October 21, 2023, the Prime Minister, Ayman bin Abdel Rahman, chaired the government meeting, which was held at the Government Palace. During its weekly meeting, the government studied the following points:

In the field of justice:

The government studied a preliminary draft law that includes special measures for obtaining alimony, presented by the Minister of Justice, Keeper of the Seals.

This draft text aims to reform the framework of state intervention in the field of guaranteeing the right to alimony, so as to enable children over whom the right of custody is exercised and divorced women to benefit from alimony, in the interest of social justice and preserving the rights of the public treasury by strengthening debtors’ collection mechanisms for the alimony amounts they cover. It has the state.

The preliminary draft of this law has been enriched and adapted in accordance with the instructions of the President of the Republic regarding placing the alimony fund under the supervision and authority of the Ministry of Justice and the management of this body at the local level by the interests of the same ministry.

In the field of finance:

The Minister of Finance presented four (4) draft executive decrees that were taken in implementation of the provisions of Law No. 23-07 of June 21, 2023, relating to public accounting and financial management. This concerns draft executive decrees that specify:

– Content and methods of applying public accounting

– Procedures for payment by approval of public expenditures

– Conditions and methods of succession, delegation of signature, and appointment of those in charge of acting disbursement

Types of treasury customers and how to manage money deposit accounts.

It is worth noting that the issuance of these texts would allow the implementation of the provisions of Law No. 23-07 of June 21, 2023, which aims in particular to establish the new accounting structure stipulated in the organic law relating to financial laws.

In the field of agriculture:

The Minister of Agriculture and Rural Development presented three (3) draft executive decrees that include canceling the classification of two agricultural plots of land at the level of the state of Algiers, directed to the construction of public facilities, as well as canceling the classification of a plot of land belonging to the National Property Forest in Bejaia for the benefit of the Ministry of Religious Affairs and Endowments.

These projects, which are of economic and social importance, fall within the framework of enhancing the quality of neighborhood public services.

Regarding the toll of forest currants:

The government listened to a joint presentation by the Minister of Interior, Local Communities and Urban Development and the Minister of Agriculture and Rural Development on the toll of fires recorded this year as well as the measures taken to confront them.

The presentation also discussed the arrangements made by the agricultural sector to count the farmers who were victims of the fires with the aim of compensating them as soon as possible.

Finally, in the field of entrepreneurship:

The government listened to a joint presentation presented by the Minister of Higher Education and Scientific Research and the Minister of Knowledge Economy, Emerging Enterprises and Micro-enterprises on the measures registered within the framework of the program for developing and promoting entrepreneurship in the student community.

It is worth noting that the objectives of this program are particularly to provide a favorable environment for entrepreneurship in the university environment, to place the necessary tools for establishing and managing the institution at the disposal of students, and to support student entrepreneurs by establishing accompaniment structures.

In this regard, the presentation specifically touched on the launch of entrepreneurship development centers in each university, the digital platform for entrepreneurship assistance (moukawil.dz) and the contractor guide that provides detailed information about the various administrative procedures related to the contractor, allowing students to complete end-of-study projects that revolve around establishing an emerging enterprise.
