The Minister explained, during a public session in the National People’s Assembly devoted to asking oral questions, that the Ministry “took the initiative to take a number of measures to overcome the difficulties that the citizen may suffer when approaching the real estate governorate to demand the real estate booklet, while directing instructions on the necessity of establishing a device that allows for taking care of the concerns of those seeking to obtain the real estate book.” Real estate books.

Mr. Fayed added that the instructions included “orders on the need to improve reception and guidance conditions at the level of the local real estate preservation and land surveying departments, with the necessity of establishing a unified office at the level of each real estate governorate in order to ensure coordination between the real estate preservation, land surveying, and state property departments regarding the process of handing over the books.” Real Estate.

After noting that the sector is working on embodying the program of modernizing national property management and thus both the real estate preservation and land surveying services, through digitization and the introduction of other modern technological means, the minister stressed that “the process of modernizing the activities of real estate governorates is through the digitization of real estate cards, archives, and The documents available to it have made it possible to ensure the automatic and secure management of all real estate transactions, whether it is related to the status of real estate properties or the real rights associated with them or their owners.”

These measures will “inevitably enable achieving the goals that the Ministry seeks in the future in the field of reducing the deadlines for handling all files that concern the management of land surveying and real estate preservation at the level of all states of the country,” continues the Minister.

Addressing the large influx recorded by real estate governorates by citizens to obtain their real estate books, Mr. Fayed stressed that the process of preparing and delivering these documents “takes place within the specified deadlines, that is, within one month starting from the date of filing the application for files that do not contain problems.” “, pointing out, on the other hand, that there are cases in which it is not possible to deliver the real estate booklet within the same deadlines for several reasons, including the failure to register the concerned parties in the survey documents or the lack of some necessary documents in some files.

On the other hand, the Minister of Finance explained, in response to another oral question about the lack of compensation for local elected officials who were the subject of judicial prosecution and were acquitted, that the law relating to the municipality “did not include in its provisions the possibility of compensating the elected elected criminally prosecuted in the event of his arrest by the governor, and that is after His acquittal was issued,” adding that the same principle applies to employees, “since the order includes the general basic law of the job.”

The Supplementary General Assembly did not stipulate the possibility of compensating employees who were detained in custody for criminal prosecution after rulings were issued acquitting them.

Regarding another question, Mr. Fayed confirmed that the request to establish a real estate governorate in the district of Borj Zemora and the district of Jaafra in the state of Bordj Bou Arreridj will be taken into consideration in the future “in the context of keeping pace with the continuous increase and development of real estate activities in these districts, especially the number of contracts announced annually, land surveys, and real estate registrations.” At the level of this region, as well as the number of courts, notaries, real estate transaction activities, and the assessment of income resulting from them.”

He added in the same context that the state of Bordj Bou Arreridj benefited from three inter-municipal real estate centers in Bordj Bou Arreridj, Ras El Oued and Bord El Ghadir, which is an operation at the present time, as it has been allocated to embrace the interests of the state property inspectorates and real estate governorates in these departments, noting that three have also been registered.
