Fayed chairs a meeting to present the work plan of the General Directorate of Treasury in 2024 – Al-Hiwar Algeria

The Minister of Finance, Laziz Fayed, chaired a working meeting dedicated to presenting and studying the 2024 work plan for the General Directorate of Treasury and Accounting Management of State Financial Operations, on Saturday in Algiers, according to a statement by the ministry.
The statement explained that the meeting was held in the presence of the Director General of this department and all its frameworks, indicating that the work plan of the General Directorate of Treasury and Accounting Management of the State’s Financial Operations for the year 2024, prepared in four important strategic axes, aims to modernize treasury services and professions and improve financial efficiency, accounting quality, and working conditions.
In his opening speech, Mr. Fayed stressed the importance of this meeting, which constitutes a continuation of the series of meetings with all the ministry’s interests, recalling the “pivotal” role of the General Directorate of the Treasury and Accounting Management of the State’s Financial Operations in the state’s financial work and the management of its contributions, as well as its “pioneering role” in accelerating financial reform.
The Minister highlighted the “expanded” vision of this directorate’s mission, considering it “as a major actor of economic activity and an aid to financial stability in the country.”
Mr. Fayed pointed out “the importance of understanding the development of the role and tasks of the General Directorate of Treasury and Accounting Management of the State’s Financial Operations in the context of implementing the organic law related to financial laws and budgetary and accounting reform at all levels,” adding that this understanding must “be a guide and accompaniment to all the work carried out by the Directorate.” General Treasury and accounting management of the state’s financial operations.”
On the other hand, the Minister expressed “his keenness to modernize accounting in accordance with Law No. 23-07, apply accounting in established rights, and modernize the payments system through the integration of the public treasury, effective management of the treasury and public debt, and accelerating all financial reform work.”
Regarding the modernization of the digitization of services, Mr. Fayed highlighted “the importance of accelerating the process of digitizing banking services” and “the necessity of reducing administrative procedures and improving the reception of citizens.”
He called on relevant actors to “ensure regular follow-up of the implementation of this file to achieve practical effectiveness and facilitate interaction with the public,” considering that “applying a follow-up mechanism is sufficient to strengthen commitment to achieving these strategic goals and ensure continuous development towards more accessible and effective financial services.”
Mr. Fayed gave clear directives during this meeting that strongly encouraged the regional officials of the Treasury to intensify field visits, while emphasizing their pivotal role in implementing the reforms that had been initiated, according to the statement.
The minister added that field visits will not only allow “a better understanding of the specific needs of each region, but will also enhance coordination between the central and regional levels.”
According to Mr. Fayed, this “active” presence on the ground reflects the Ministry’s will to promote a practical approach that adapts to the specificities of each region to ensure the success of the initiatives that have been launched.”
In turn, the Director General of the General Directorate of Treasury and Accounting Management of the State’s Financial Operations presented during this meeting a detailed presentation on the work program for the year 2024. He stressed that “adapting this plan to the specific strategic axes while preparing a specific road map for the implementation of each activity and its deadlines,” thus explaining the tangible commitment of the administration to achieve The set goals are from the perspective of transparency and strict project management, which contributes to achieving the initiatives that have been launched,” the statement adds.
