Today, Wednesday, Prime Minister Ayman bin Abdelrahman chaired a cabinet meeting.

During its weekly meeting, the government studied a number of important files, according to the Prime Minister’s statement.

In the field of justice, the government has studied the final version of the preliminary draft law relating to the protection and preservation of state lands, which was presented by the Minister of Justice, Keeper of the Seals.

This formula was adapted in accordance with the directives given by the President of the Republic during the last cabinet meeting, in particular by obligating the local authorities to ensure the protection of the repossessed property and lands from the first hours following the completion of the resettlement of its illegal occupants and the application of coercive measures against every person involved or responsible for Seizing state lands, by imposing the most severe penalties, in addition to re-establishing state authority in this field, in full transparency, while protecting the rights of citizens.

It should be noted that this draft text, which was revised and enriched, establishes a new legal framework that includes mechanisms and severe penal penalties aimed at strengthening the protection and preservation of state lands, given the exacerbation of cases of encroachment on these lands in recent years.

In the field of finance, the Minister of Finance presented, in a second reading, a preliminary draft law that defines the general rules related to public procurement and aims to better frame public procurement, ensure its effectiveness and promote the building of a productive and competitive economy, while encouraging both production and the tool of local production, especially small enterprises. Or very small and emerging enterprises.

The preliminary draft of this law aims to better enshrine the governance of the public application, by ensuring an optimal application of the basic principles related to freedom of access to the public application, equal treatment of candidates, transparency in procedures and the good use of public funds.

The draft text also provides for the dematerialization of the procedures for concluding public procurement, as part of the will to digitize the administration.

In the field of agriculture, the government studied, in a final reading, the preliminary draft of the law related to forests and forest resources, presented by the Minister of Agriculture and Rural Development.

This draft text aims to develop a national forest strategy that includes a set of directives prepared in accordance with national social, economic and environmental policies. This strategy aims to guide future decisions related to the development, use and preservation of national forest property for the benefit of society.

This draft text takes into account the international commitments made in the field of protecting and preserving biodiversity and the ability to adapt to climate changes, within the framework of integrated sustainable development, centered around close cooperation between the concerned departments, institutions and bodies, as well as the involvement of populations that use forests, especially those adjacent to them and community representatives. Civilians who are active in the development and sustainable management of forest resources.

In the field of transportation, the Minister of Transport presented a draft executive decree amending Executive Decree No. 2000-43 of February 26, 2000, which specified the conditions and modalities for the exploitation of air services.

The amendment of this executive decree comes within the framework of implementing the instructions of the President of the Republic to finalize the files deposited to open private air carriers that meet international standards.

This endeavor aims to facilitate private operators’ access to privilege in the field of air transport, with the aim of making Algeria a pivotal pole and a transit gateway to African and Asian countries.

In the field of energy transition, the government listened to a presentation by the Minister of the Interior, Local Communities and Urban Planning on: (1) the economic public lighting program, (2) the project to equip departmental cars with the liquefied natural gas (SERGAS) system.

With regard to economic public lighting, the program aims to achieve effectiveness in the field of public lighting management across all municipalities of the country, in order to reduce the effects of energy consumption on the environment and ensure better control of local budgets.

As for the project to equip the departments’ vehicles with the liquefied natural gas supply system, an evaluation presentation was made on the progress of this process, which falls within the framework of implementing the national policy for energy efficiency.

It is worth recalling that the public authorities had decided to convert one million vehicles to run on liquefied natural gas as a fuel in the horizons of the year 2030, by converting the entire car park of public administrations from running on petrol to running on liquefied natural gas, as well as through incentive measures for the benefit of private individuals, such as Approving a financial subsidy for the benefit of private individuals, and exempting vehicles that run on liquefied natural gas from the car voucher.

Finally, in the field of mines, the Minister of Energy and Mines made a presentation on the progress of the project to exploit the zinc and lead mine in Oued Amizour, Bejaia Province.

The feasibility studies related to this project showed that it is an economically profitable project with definite benefits for the region and the country. Accordingly, the government studied and approved the road map to complete this project in the best conditions and in the shortest possible time
