Belkadi: Counting 1.8 million illegally constructed buildings in Algeria – Al-Hiwar Al-Jazairia

When he was a guest on Radio One’s “Morning Guest” program, Belkadi reported that 75 percent of illegal building files have been studied at the municipal level, indicating that 1,338 files have been approved. Buildings above gas channels or under electric lines of the same high or medium pressure, their owners will not benefit from any settlement in order to preserve the lives of the concerned families.
The first guest pointed out the expansion of illegal buildings, because Law 15/08 dealt with buildings built before 2008, adding that many buildings were built after that year.
In order to end the problem of chaos, Belkadi stressed the dedication of censorship in its wide size, warning that Law 90/25 strictly prohibits any building without a permit, and regarding real estate promotions, he stated that all illegal slaves will be counted and the files will be studied case by case.
The same speaker focused on the need to go to digitization gradually in order to avoid any mistakes, asserting that the absence of specialization is a real problem for the urban management process at the municipal level, so the solution – in his view – is to form specialized agents.
Belkadi continued, “Law 25/90 stipulates the creation of the Urban Police, which will greatly support the municipalities with tribal supervision, according to the mechanisms and conditions for intervention, and put an end to the current chaos.”
The Central Inspector of the Ministry of the Interior was keen to invite citizens wishing to build, to take into account the master plan for urban development, the reconstruction plan, and the land occupancy plan, adding that the problem in real estate is when it is not included in the master plan for urban planning, and the obstacle of prolongation was included in granting construction licenses instead of adhering to a margin. The 15 days stipulated by law.
Belkadi called for the inclusion of construction belongings in a digital platform available to citizens, noting that many of the current construction problems result from backlogs dating back to decisions granted by municipalities in the nineties of the last century.
Belkadi appreciated the endorsement of the recent cabinet meeting, combating forgery and the use of counterfeiters in obtaining residence certificates to obtain real estate or housing. He also called for preserving agricultural lands and stopping the advance of cement, just as he envisioned that activating the governance of the construction sector requires finding mechanisms at the municipal level, forming agents and making the law above all.
