Algeria and Azerbaijan pay “special attention” to promoting bilateral relations to the level of excellence – Algerian Dialogue
The Special Envoy of the President of the Republic of Azerbaijan, Mr. Elshin Amirbayov, confirmed today, Saturday, that Algeria and Azerbaijan pay “special attention” to strengthening cooperation and raising bilateral relations to the level of excellence.
Mr. Amirbayov said that “the establishment of diplomatic missions at the level of the two capitals has undoubtedly strengthened relations between the two countries, and communications at the highest level, especially between members of our two governments who have had many exchanges in recent years, which indicates mutual interest in further strengthening political and economic relations between them.” Baku and Algeria.”
After mentioning the visit of the President of Azerbaijan to Algeria on the occasion of the Arab League Summit, of which he was the guest of honor, Mr. Amirbayov confirmed that his country hopes to host the President of the Republic, Mr. Abdelmadjid Tebboune, at the Baku Conference on Climate Change (COP29), which is scheduled to be organized next November.
He added: “We have a great will to host the Algerian president at this conference, which will allow our bilateral relations to be strengthened.”
The Special Envoy of the President of Azerbaijan stressed that his country hopes to add a new dynamism to bilateral cooperation to raise it to the highest levels, given the common interests and important capabilities that the two countries possess.
He added: “On Wednesday, discussions were held at the level of the Ministry of Foreign Affairs and at the level of Parliament on ways and means to advance economic relations between the two countries,” noting that he and his speakers touched on “establishing a joint governmental committee.”
He added, “I hope that this will be soon, as we presented the draft agreement to Algeria, and we were assured that we are close to putting the final touches to this agreement,” considering that the establishment of this committee will allow “to identify areas of cooperation.”
In this regard, he stressed that the energy sector “is the first area of cooperation between the two countries,” especially with regard to renewable energies, as he described the potential for cooperation in this field as “important,” expressing his regret that “this potential is not fully exploited.”
In the same regard, he expressed the existence of communications between the national hydrocarbon company Sonatrach and the Azerbaijani petroleum company “SOCAR” on “how to organize the trade in Algerian energy products, as well as to connect” their transport networks.
He pointed out that “Azerbaijan is located in the so-called Mediterranean Corridor (East-West Corridor), which connects China with Eastern Europe via Central Asia, the Caspian Sea, and the South Caucasus (the Trans-Anatolian Gas Pipeline),” recalling the “increasing interest” in this route on the part of China and the European Union. They hope to enhance the corridor in terms of transportation capacity.
Mr. Amirbayov believes that “this corridor could be of interest to Algeria,” indicating the possibility of studying “a better way to organize the transit of Algerian energy products through this corridor.”
When referring to the volume of trade exchanges between the two countries, the special envoy of the Azerbaijani president admitted that the numbers are “weak and do not reflect the excellent political relations.”
In the same context, he stressed that “establishing a joint government committee and a businessmen council may contribute to advancing economic relations.”
As for the cultural level, Mr. Amirbayov considered that the two countries could expand the horizons of cooperation, stressing the necessity of “introducing our cultures” through “organizing cultural seasons in Algeria and Azerbaijan.”
“Our embassy is currently discussing projects with the Algerian Ministry of Culture,” he noted, calling for deeper cooperation in the field of education.
He added: “Our Diplomatic Academy offers scholarships to students and researchers coming from member states of the Non-Aligned Movement and Organization of Islamic Cooperation countries, so we can start from here.”
Mr. Amirbayov also stressed several points, especially facilitating the freedom of movement of people between the two countries, especially tourists, and said in this regard: “We must think about the best ways to facilitate movement, and I believe that among the measures that can be taken is the establishment of a direct air line between Baku and Algiers, considering that it is necessary Also studying the possibility of facilitating the visa granting system.”
He also referred to the dynamism that characterized bilateral relations over the past year, prompted by the President of the Republic, Mr. Abdelmadjid Tebboune, and his Azerbaijani counterpart, Mr. Ilham Aliyev, explaining that this dynamism was embodied in intense bilateral visits between the two countries at many levels and different sectors.
Within the framework of parliamentary cooperation, he said that “a visit by the Algerian-Azerbaijani friendship group to Baku is scheduled for next April.”
On the other hand, the Special Envoy of the Azerbaijani President stressed the importance of strengthening coordination between the two countries at the level of international and regional organizations regarding various issues of common interest. He added: “Our two countries have close and fruitful cooperation at the level of various international bodies. I believe that we can count on effective and effective cooperation with the election of Algeria as a non-permanent member of the UN Security Council.”
On the other hand, the special envoy said that Baku, which will host the COP29 conference next November, will seek to “reach consensus” on the issue of climate financing and north-south solidarity, which is an ongoing point of contention in the negotiations to combat global warming.
