Deputies in the National People’s Assembly opened the file of arduous professions, about which no new work has been issued until now, despite the passage of more than eight years since the start of defining them. Representative from the Movement for Society for Peace, Ajisa Youssef, addressed an oral question to the Prime Minister regarding the delay in issuing a decree specifying the list of works. Hard work.

The representative began his correspondence by praising the outcomes of the Council of Ministers held on December 22nd regarding the draft basic law for employees belonging to the national education corps, especially with regard to the possibility of benefiting from a reduction ranging between 3 to 5 years in the age for referral to retirement, given that the teaching profession has Hardship and a significant impact on the performance of the teacher and professor, and in appreciation of the principle of equality recognized by the Algerian Constitution, all citizens are equal before the law.

When talking about the list of difficult professions, the Minister invoked Article 03 of Law No. 16-15 of December 31, 2016, which amends and supplements Law No. 83-12 of June 2, 1983, which stipulates the possibility of benefiting from a retirement pension before reaching the age stipulated in Article 06 Above: A worker who occupies a position characterized by arduous conditions after spending a minimum period in this position shall specify a list of work positions and the appropriate ages for them, as well as the minimum period. They must be filled in the positions mentioned in the first paragraph above through organization.

The organization asked about the reasons for the delay in issuing the decree specifying the list of hard labor, the measures taken by the guardianship authority to implement this decree, and finally about the date of his release. This move comes after the National People’s Assembly responded with rejection to a proposed law amending and supplementing Law No. 12/83 related to retirement and urging the right to The worker in retirement, whether he has already received his contribution or the worker who has performed 32 years of giving and service, with the justification that the current financial situation of the National Retirement Fund poses challenges. Complex, which may make it difficult to make new decisions related to retirement at this time.

The Council attached its response to a summary card, which includes the results of studying the proposed measures presented by Representative Youssef Ajisa, the initiator of the initiative, stressing that the provisions contained in the proposal inevitably lead to an increase in public expenditures without accompanying it with measures aimed at increasing state revenues, in accordance with the provisions of Article 147 of the Constitution, which stipulates However, “any proposal or amendment to a law submitted by members of Parliament whose content or result is a reduction in public resources or an increase in public expenditures shall not be accepted unless it is accompanied by measures aimed at increasing In state revenues or savings Amounts of money in another chapter of public expenditures at least equal to the amounts proposed to be spent.”
